The floods are. The cloud-seeding thing is conspiracy theory. In reality, cloud seeding still relies upon localized moisture content, and there's simply not enough in the desert to produce this kind of runaway result.

Cloud seeding? It's a farming aid whereby aircraft disperse silver iodide or salt into high altitude clouds to force them to precipitate. Used to dispel periods of drought. I suppose it technically disrupts the natural water cycle, but its effects are fairly small and short-lived.
