Can a person wearing a number in the 90s be called a TE and catch a pass without notifying officials

Can a person wearing a number in the 90s be called a TE and catch a pass without notifying officials

My understanding is that 50s, 60s and 70s are never eligible on offense but that 90s can catch a pass on if they are lined up in an eligible position.
