Yes. It's money taken out of your check pre tax. You have to use it that year, though. This is the first year I've done it, since I knew I was having lasik.

FWIW, HSA isn't a benefit that needs negotiated. As long as you qualify for one, anyone can open one (I believe). Last time I looked, my plan did not qualify.
