I think it applies to all players, can't block someone while peeling back to your own end zone or someone who isn't involved in the play.

That is only called on a QB, but it is football today

while he wouldn't have tackled the guy, did look like he was making a move to at least try and go after him.

Right I can get the rough block when the play has already passed the QB by, but he was capable of making a play at that point. He needs blocked.
 
This game is why I love college football!!!!
