Ownership has exclusive rights to a player for close to a decade between the minors and the six years of arbitration.
Ownership doesn't want a salary cap because it also would require a salary floor, and the cheapasses would actually have to pay their players instead of enriching themselves.
They're just using the luxury tax/CBT as a de facto cap, with none of the ramifications of having a floor. Baseball revenues are up across the board, TV deals are up, and average and median salaries are down. The owners aren't losing money.

It never goes away. Bridge tolls in the SF Bay Area were just supposed to repay the cost of building them. Now, a trip across the Bay Bridge will run you $7. The Golden Gate is over $8.reminds me of when airlines starting charging $25 a bag for check in due to "fuel costs" once those went down.... they never dropped that fee

We have them up here as well. It’s not easy to avoid them in Collin County as many of the main thoroughfares have tolls (SRT, DNT, PGBT).man....let me tell you about houston tolls.
