Handcuffed child attacked by dog

This is not about the dog being a pittbull. Why was the kid handcuffed? He and a sibling were previously removed by child protective services and were on a visit. Then her excuse is she they weren't her handcuffs? Not her dog?

It's cool. The mom says she didn't know putting a 6-yr-old child in handcuffs is illegal. And also that she doesn't know how he could've gotten injured. Problem solved.

I'm guessing the pit bull belonged to the third defendant?
