I would counter they were good relatively speaking to the conference. But compared to others? Not so much

Nebraska swarmed people. I know, they crushed my Vols 2x (although in 1999, most of the UT players were more interested in their NFL careers than the bowl game).

Oklahoma use to swarm people as well. I remember from 1999-2003, Oklahoma was more known for their defenses than offenses.

It seems like the offense focus began to happen around the late 2000s and the league has been weak ever since then. The Big12 of the late 1990s and early 2000s was a force to be reckoned with. They had Colorado, Nebraska, Oklahoma, Texas, and Kansas State all competing in the top 10. Colorado was the first to fall off (and they fell hard. In reality, going to the Pac12 probably saved their program. The scandals and other garbage had ruined them). Then Nebraska when they fired Frank Solich. Kansas State went down when Bill Snyder left. Then Texas after 2009. Only Oklahoma has stayed around as a competitor and the quality of their play has declined considerably compared to where OU was in the early 2000s.

Was listening to the WVU radio stream. Announcers said regular officiating crews aren't working together this season. They are putting them together based on regional availability
