That may be true.

If they ever expand the playoff though I think that would really kill the chances of having many meaningful OOC matchups.

Why? Losing an OOC matchup will be even more meaningless. If there were a twelve team playoff this year and Texas lost to Alabama but won the Big 12 are they not getting in? Same if Alabama lost to Texas but won the SEC...or lost to Georgia in the SECCG...still getting in.
