What the Chipster failed to say was that football also needs to keep it's own earned revenue.

If that revenue is still being used to carry sports that operate in the red (i.e. The vast majority of them), then there's little to nothing left to pay football players.
Also if it's a reasonable equal salary deal (O-Lineman makes same as the star skill player, then you'll still need bagmen and/or NIL to get those skill players.
