'Failure To Monitor" is not a minor violation. It's a Level II violation.

Michigan has admitted to the 'Failure To Monitor' Level II violation and is trying to plea the illegal scouting scheme down from 'A Lack Of Institutional Control', which would be a Level 1 violation.

Failure to Monitor can be a Level I violation if the illegal activity is deemed "egregious".

Could be just me, but 3 years and illegally scouting 50 opponents seems a bit "egregious".

Failure to monitor is not cheating. Failure to monitor being applied to an elite staff member secretly operating in the shadows like Jason Bourne, while committing a few minor violations, should not apply.
