Rule change: Holding, loss of down?

Holding is already pretty punitive for most teams with not all that good QB's in reality. 10 yard penalty and no loss of down is more than punishing enough. There's also the whole obvious if there was an incompletion/sack/turnover anyway they can like... decline the penalty.
