If a team fires a HC. Then gives a HC job to a minority coach (not sure if they have to be black or just a minority) from their own staff. Did they just give themselves a free couple of 3rd rd. picks?
Or does the coach have to change teams?

the team the minority hire comes from is the team that gets the picks.
not the hiring team. So if the minority came from their own team, see my original question. But I would guess yes.
