I don't think the cap will allow them to do that.
He will take a huge pay cut. I think he wants to win a ring before retiring and let's be real, the guy plays about 4-5 games a year, so is he worth that much? He knows he cant play a full season so he will go somewhere to win a ring and retire.
Tampa bay is quickly turning in the NFL's version of the Miami Heat when LeBron went there.

I can't imagine which GM would be willing to invest in JJ Watt at this point in his career. His expectations for money and playing time are not going to be realistic and he's going to bitch about it.
If I need a dominant DE, he's going to come via my first pick in the draft.
At this point, he's probably more useful for locker room leadership than on-field production. There are a few teams that would greatly benefit from enhanced player leadership - particularly on the defensive side of the ball - including the Packers who have a lot of young guys and are switching DCs.
