"The defendants appealed the ruling the next day and the Supreme Court kept in place a temporary restraining order the lower court had granted Oregon State and Washington State in September when they first took the conference and departing schools to court.
The latest ruling keeps the status quo in place longer — any decisions in the conference must be made by unanimous vote"
Basically Oregon St and Washington St vote against any of the other schools that are leaving on anything and everything and it will not pass. i.e. There is no majority vote.
I'd call that Oregon St and Washington St in full control.

Come August 2024 Oregon and Washington will no longer be members of the PAC. They won't even be in the room.

I mainly refer to any asset value/revenue remaining after August 2024.
Oregon and Washington will not be voting on anything after that. They won't even be in the room. They may not be in the room come next court hearing.
However, Oregon St and Washington St are in full control here. As I stated (and the court agrees), all they have to do is vote "NO" on any future proposals.

The "Prior Practice" was Commissioner Kliavkoff removing USC and UCLA as Board Representatives over a year ago.

“USC and UCLA … were removed as Board representatives under the Constitution and Bylaws following their notice of withdrawal from the Pac-12,” Kliavkoff stated.
“Supplemental distributions expected: Subject to due process rights, the Pac-12 may reduce the anticipated $105M distributions to our departing members (Colorado, USC, and UCLA).
“— Pac-12 bylaws allow the Board to issue penalties against members who withdraw before August 1, 2024.
“— The Board is considering options, but we are contemplating seeking considerable financial damages against our departing members that could result in supplemental distributions to the remaining 9 universities.”

Where were Oregon and Washington's complaints last fall, winter, spring, and summer, when Commissioner Kliavkoff removed USC and UCLA's presence as Board Representatives (i.e. Removed their votes), and stated the PAC was seeking financial damages (reduction in distributions), and that those damages would be divvied up among the remaining schools?
Oregon and Washington were just fine with Kliavkoff's decision....... Until they weren't. LOL
