Our policy changed in the early 2000s so that a diluted sample equated to a positive. That was at a major chemical plant though.Not once was someone required to re-test on a diluted sample.

We may have processed the tests on site at the time. At the peak, we employed over 20k with 5-10k contractors and had our own labs, medical department, and fire fire departments. We processed 24 SAFER chemicals ... three steppers ... organic peroxides and all kinds of explosive gases so any opioid prescription meant at least three days off for work. Fortunately it was paid short term disability. Each department had weekly drawings for piss tests.My company had levels of security clearances involved for my employees.
All that I was provided by the testing centers I'd hire was a printout sheet with 'Negative' or 'Positive' next to the list of substances they tested for. Each one had the @ 15% threshold next to it.
The sheet would also indicate sometimes (in a different box) "Diluted".
I would simply forward copies to the defense contractor. They never once asked for a retest of diluted samples.
I paid for the tests as part of the contract, so it wasn't them saving money.
I also had to give two breathalyzer tests a year per the contracts.
My personal opinion is I didn't care what my employees did on their spare time. All I cared about was that they weren't drunk or high on the job.

I never quit smoking when I was in construction and they did randoms, or certains job sites required them. I just drank a fuck ton of water, and when I was pissing clear, I went to take the test. Passed probably 6 or 7 tests over the years.
