Someone here thinks drawing a near perfect vacuum in a tanker truck is the same at standing outside under the crushing pressure of 1 atmosphere. Not going to name anybody specifically, but he’s a trained engineer and is often confused and very angry.

I washed out of the engineering department at A&M but was a student for a couple of semesters so I think I'm qualified to be an engineer on the internet, so I'll take a stab at this.

I believe the answer to your question would be 1. The tank near sea level is still under 1 atmosphere of pressure.
