There's serious rumblings about applying the salary cap to the playoffs in the next CBA, so that well seems like it will be drying up soon.

And that said, you still need to get the RIGHT players, get the players all on the same page and execute on the ice. Both Florida teams are doing exactly that; so yes, even beyond that exploitation, they're very well-managed. If NYR (for example) were executing that exploitation they'd probably still be getting knocked out of the playoffs early every year.
