because it's players talking about players... Not the coaching staff talking directly to the player who isn't in the Portal (as of yet).
If players are allowed to try and lure other players who aren't in the portal, what's the point in even having tampering rules? They can just relay what the coach would say.
it's the same way in the NFL.. players can talk to players.. It's when the actual organizations speak to players outside theirs... when trouble arises for tampering.
