You are right that it was 11mm and he gave up 9mm so I read that wrong but the article did say he was owed 20mm but they could be wrong.
Regardless why give up a dime? The only thing I can figure is he settled for less because maybe they waived any offsets if he gets a new job and paid it all out at once.

So in theory if he settles for less with the stipulation of no offset (assuming one existed) then he might actually have come out ok.
