I think you might just have shitty insurance, dude. Hopefully it's not from one of those companies that has ads on TV with animated characters, Shaq, or both.
The true shame of auto insurance is that it's pretty much a tax on those who are willing to pay it. If you're caught without insurance (not just proof of it), then it's usually a small fine, maybe a misdemeanor and then some extra hurdles for registration. Get caught again, and it's more of the same, except maybe the fine is enforced that time. Worse still, about half of all the states require 'uninsured motorist fees', basically requiring you to have extra insurance when someone ELSE causes you damage or injury... simply because they are unwilling or unable to pay it.
