Exactly how you'd expect a reflection of a scoreboard to look, and absolutely not how you'd expect a circular camera light in the far left corner of the frame to look.
He can't take major action without an investigative board, his limited action is that -- limited. He can assign a fine and a suspension without the board involvement. But, again, doing much here will likely get him sued without significantly more evidence than suspicion or ticket purchases (something that may not even be illegal by NCAA rule).
