California people.. I have questions about your state that I'm traveling through currently.

Some HOA's, some neighborhoods do as well.

Literally working in florida for 4 months and know quite a few people from Florida and never in my life have I heard of people not being allowed to park outside of their garage as some kind of city ordinance.

You haven't run into the right neighborhood then. And parking isn't the word I'm looking for. Everyone can park their car at their homes...overnight. It's cars that old lady neighbors consider abandoned. Depending on the wording from the town board, people with cars that remain idle for a few days can be subject to towing.

Florida has their share of shanties...especially areas loaded up with migrants....the middle of the state. But get along some of the coastal towns, they get quite haughty.

Yea. City tickets people for grass that’s too long in the front yard too. It’s the same shit. Not every city wants to look like Detroit.

Not sure what you mean by impression.

She said she had a mower with a flat tire in front of her garage and the city told her to fix her shit. It’s not unheard of at all, “flat tires” are the very first bullet point of that city link I posted…
 
Cities also. Where I live, you can't just leave an inoperable vehicle parked on the street. Not even in front of your house.
Where I used to live in Pasadena, you couldn’t park any vehicle on the street overnight. If we had guests over, they had to park in the driveway unless you got an overnight permit.
 
I find it extremely hard to believe there is "code" for parking a vehicle outside your garage

A boat or trailer? Perhaps. An HOA? Sure.
You can, however it must have an unexpired tag on it, registered and insured. My flat tired lawn mower is not one of those things. It's considered Junk
Section 23-98
Any Junk must be located in a completely enclosed structure or removed from the property. Junk shall not be parked, stored, or maintained in the open unless it is necessary for the execution of a business enterprise lawfully situated on private property. All yards, open areas and vacant lots on which Junk is located are declared a nuisance detrimental to the public health, safety and welfare, and the said nuisance shall be abated as herein provided.

Junk means tangible personal property having little, or no, value other than nominal salvage value, and which has been left, placed, parked, or stacked unprotected from the elements, on a trailer or truck bed or outside of a structure, and shall include wrecked, inoperative, dilapidated or partially dismantled motor vehicles, trailers, boats, machinery, home appliances, refrigerators, washing machines, plumbing fixtures, furniture and any other similar articles.
