Rose violated a rule that he knew would get him kicked out of baseball. Was no secret that if you get caught betting on baseball, you get kicked out. Hell, it's most of the reason that MLB has a commissioner in the first place.
The steroid guys cheated, yes, but they weren't facing lifetime bans when they started. And there's guys like Whitey Ford and Gaylord Perry that cheated just as much in the Hall, and are celebrated for it. Selective outrage.
