So they can wear the all black uniforms but have to do what they did last year and every other year except for 2022 and that is wear their kelly green helmet with the all black uniform.

It's talking about the helmets. The Eagles wore their Kelly greens and black jerseys last year. They are able to do so again this year. They will need to wear their midnigbt green helmet though with them just like they did last year and the 17-18 years before that. The articles are stating a team, like the Eagles, can't use a 2nd alternate helmet until 2025 though. So the black helmet the Eagles used in 2022 they won't be able to again until the 2025 season. But there has been no rule put in place where the Eagles are now not allowed to wear their black alternative jersey this season along with their Kelly green alternative jerseys.

Nowhere does it say or even imply that.

It literally states that the 3rd helmet has to be hiatorically compatible with the colors and designs of the classic/main uniform. Which means in 2025 the Eagles couldn't introduce a 3rd helmet that is, for example, pink and red with a entirely different design or something like that. It is completely irrelevant both to the 2024 season as well as the alternative uniforms the Eagles are permitted to use.

Also as stated before, for the entire 20 year history of the Eagles black jerseys that they uabe worn every season, they have done so with the midnight green helmets except for the 2022 season when they failed to get the paperwork in on time for the Kelly Green alternates for that season.
