Yes and no. The conservatorship was fucked up and exploitive. At the same time, even before the conservatorship, she displayed signs of a person that has considerable mental illness. No doubt that some, if not all, could be caused from her upbringing, but she isn't a normal functioning adult. If you can find footage of her that isn't in a heavily controlled environment from back in the day (its hard), you can tell from the way she speaks and her thoughts about things that something was...off. Whether its trauma, arrested development, or whatever else, its something there. The conservatorship she had was terrible, but she's probably the kind of person that actually needs a non-exploitive conservatorship to help her out
