Fickell was an "INTERIM" HC. He was only given a 1 year contract.

They've been a thorn in our side since 2008 and just when it looked like we were about to reverse the rivalry, they've won the last two and they've got a pretty good recruiting class going right now. This year's loss didn't keep us from winning the conference and making the playoffs, but I'd still like that one back.

They absolutely count historically. However, they're not a good gauge to use going forward since tOSU had a different HC (Urbs) for those four losses. An 'elite' HC for that matter.
That's like dragging a coach through the mud for losing to Alabama's Saban year after year.
It took Tom Osborne 6 tries to finally beat Oklahoma's Barry Switzer. Even then he went (4-7) against Switzer after that. Like Meyer, Switzer was an elite coach with Nattys in 1974, 1975, and 1985.
Regarding Harbaugh losing other big games..... Tom Osborne wasn't only losing to Oklahoma in those first 6 years. The phrase "Can't win the big one" was how Tom Osborne was described for 20 years. When he got past Oklahoma he'd lose the bowl game to either Miami or Florida St.
The "Can't win the big one" moniker was only dropped after he won 3 Nattys in 4 years.
All I'm saying is the jury is still out on Harbaugh's Michigan vs Ryan Day's Ohio St.
