Lefty-Right Draft

I actually like this idea and the fact you get a max from each team and a draft pre-draft helps even the playing field.Maybe not for this draft, but what about an expansion draft.
-We pick one singular year, so for example 1998. All eligible players for this draft must have played 1 game in 1998.
-We do a two round draft in which the GM's have to select one NL and one AL team.
-Each GM MUST retain 5 players on each team. Can be any combination of players. Every other player is thrown into draft pool.
- We run a normal draft after that, drafting one NL and one AL team.
Trying to think of a way to prevent stacking, but haven't thought of a good way yet. Also a sub-rule is that any player that played for more than 1 team during that year is ineligible to be initially retained by a GM. They directly enter the draft pool. Or we could just go by most games played that year by the team. Either would be fine.

Shouldn't this be 9 total HOF/MVP/CY Young players or is my math not mathing.How about this?
You will draft 2 players from each decade, only one of which can be a HOFer, MVP or Cy Young Winner. So you cannot have more than 12 HOFers, MVP/Cy Young Winners.
A players first appearance in a game will be the decade they are eligible for.

1990 - 1999
1980 - 1989
1970 - 1979
1960 - 1969
1950 - 1959
1940 - 1949
1930 - 1939
1920 - 1929
