UT and aggy would have joined the SEC together if UT had accepted it. They actually gave Arkansas it's blessings to leave because they all saw what was coming. Rice/Baylor/TCU were all private schools who didn't travel. SMU was destroyed after the death penalty. Lots of empty seats because the excitement was gone..it wasn't what it used to be.There was some very serious talks back in 1990-1991 with FSU and Texas based on stories from the time. Arkansas and South Carolina almost weren't the two expansion teams. Ironically, Texas A&M messed up Texas' move to the SEC in 1991.
Problem was UT admin looked down on the academics the SEC schools had. They felt more aligned with Big10 and the PAC schools. Also another issue was the politics.. the head speaker of the TX house vowed to do everything in his power, along with other elected representatives to keep UT and aggy in the SWC.
Still UT and aggy were in talks.. Stanford was the lone vote no for UT and it needed to be unanimous back then.. think UT persuaded aggy to stick together.. later the merger/birth of the Big12 happened.
So I wouldn't say that aggy messed up the SEC move back then.. I think they wanted to be a part of it, while UT didn't.
