Ref hears/sees time out signal.
Ref checks to make sure the person who called the time out is allowed to do so.
Ref then checks to see if the ball has been put in play. <=== The ref did not do this step.
If not, blows the whistle and waves like a parade princess. <=== The ref did this, even though the ball was already in play.
If the ball is already in play, the time out is not granted.

Disappointing ending, but after the Michigan game, I was worried that tOSU would get throttled by Georgia, so I’m glad they made a game of it.
