I'm no geneticist, but my understanding is that not all of the animals are the same in terms of being viable. The truth is that gene insertion and cloning are relatively easy, but a surrogate and donor material aren't always possible. For a woolly mammoth, presumably an African elephant would be used, though viable offspring could not even be produced for an African-Indian hybrid elephant (though it was arguably 'close').There's a lot of woolly mammoth DNA out there.
