Here's the "party line" answer which is bullshit as far as I'm concerned. But, never the less.........
Indian is a charter member and therefore worthy of membership. Rutgers is in the NY/NJ market which makes them worthy.
But, in fact. They ain't any better than Wazzu or the Beavs. They just get a lot of money because.
I didn't say Indiana wasn't worthy of membership.
The point was "value".
That Oregon St. and Washington St. would be coming in at reduced share (less than half), they would have more value than Indiana. Rutgers, Northwestern, etc. until 2030 at the soonest.
If there are still going to be night games (as PAC fans allude) starting at 9pm/10pm (ET) they'd obviously be played on the left coast.
Keep in mind the average viewership of USC, UCLA, Oregon, and Washington will all increase significantly once they begin play in the Big 10. That would obviously translate to Washington St (41st) and Oregon St (57th) as well. That is because of the population of the Big 10 states and their passion for college football.
Same can be said for Oklahoma joining the SEC. They were 23rd last season, but you can be sure that'll be considerably better next season.
