I don't know if that's a thing, either, but if it is, I'd absolutely get in trouble for it, since, unless it's winter, I pretty much always drive barefoot.
Of course, I have the excuse of being from Kentucky (which I would totally use as an excuse if a cop ever called me out on driving barefoot - maybe it wouldn't work, but I'd try - the ol "I'm sorry, I don't understand your fancy ways - I'm just a simple girl from Kentucky" thing has worked before).
I learned to drive barefoot (no, really, I did - and was all nervous when I took my driver's test and the testing person told me I had to put shoes on for the test).
