Also, if Michigan didn’t go to the Rose Bowl, they probably would have been sued and face possible sanctions by the NCAA. They were contractually obligated.
This isn't about the Big 10 which Nebraska was begging to join.They didn't have to be.
They WANTED to be.
The Big 10 did NOT want to have to play the best available in event of a possible national championship team. Odds were a lot better to get a lesser opponent in the Rose Bowl.

Michigan played 4 top 10 teams (Colorado, Penn State, ohio state and Washington State) and 7 (add Iowa, Michigan State and Wisconsin) ranked teams. Nebraska played 2 top 10 teams (Washington and Tennessee) and 4 (add Kansas State and Texas A&M).
Nebraska had one game that went into overtime with an unranked Missouri (45-38). Michigan won all their games in regulation.
