OU already has an annual neutral game against TX. They only play 5 home games this year, they weren't going to give up one of those 5 and have 4 home games. So, no, they couldn't have made it a neutral site game.
UGA tried to get a better opponent. There simply aren't P5 schools that had slots available with less than a year's notice. If you follow CFB, you know these types of games are scheduled way in advance. UTjr was able to get a replacement for their game, but it isn't until 2024 so they had an extra year to get a game against NCState.
Finally, you are posting as if we are afraid to schedule tough OOC. We are easily in the top 3 of OOC scheduling teams. Here is our OOC for a 32 year period, 2002 - 2034. Does this strike you as a team that won't schedule tough OOC?
