in what way is another citizen legally allowed to apprehend and hold a person they believe to be this convict? Say they grab the wrong guy... that's false imprisonment, kidnapping, unlawful restraint, or even assault depending on how the person is caught and restrained.

Hell, even in the case they find the correct person, assaulting or detaining that person without personally being threatened is assault.

I personally can't distinguish a Brazilian person from a Mexican. I also wouldn't expect most crackers in that part of PA to be able to tell the difference in PT-BR and ES-MX.

In addition to the chance that someone shoots someone on accident, you're asking people who have no or minimal tracking training to track and trap a murderer. There's a much, much more likely chance that some dumbfuck tries to take this guy down solo and gets himself killed.
