despite the tasteless joke, if a dude has PTSD and it is known, how can that person be allowed to have a gun?

More importantly, when are they gonna corral this guy? I imagine everyone in Southern Maine is concerned this guy could show up anywhere and start shooting again

Some would fall into this category. Just having a gun doesn't make you safer. Knowing how and when to use it does.
