Right. And read on. Because the "who" that applies to is important. It applies to "institutional staff". It's clearly not illegal for me, a graduate/booster/ect. of Umich to go to a Michigan state game and record the game. The "who" matters here.
To be clear, no institutional staff scouted teams in person.
That's just mental gymnastics. The NCAA isn't going to care about mental gymnastics.

YES!!! Over 30 times in the last 3 years.
Was the illegally gathered information used by the Michigan football program for their benefit?
