First tiebreaker is head-to-head. Cut and dried, simple as that. Nebraska and Wisconsin split (1-1).
Therefore it goes to the 2nd tiebreaker...... "Each teams record vs the team occupying the highest position (i.e. Purdue).

Nebraska is (1-0) vs Purdue. Wisconsin is (1-1) vs Purdue.

I’m saying if Northwestern, Wisconsin, and Nebraska all win out then it becomes a 3-team tie and the Wisconsin is the 3 seed. Yes, what you said is true if a 2 way tie between Nebraska and Wisconsin. We need either Minnesota to beat Northwestern or Purdue to beat Wisconsin
 
Both games went Nebraska's way tonight. Northwestern and Minnesota both lost.

That’s not the 1st tiebreaker. 1st tiebreaker is record between the teams that are tied. If those were equal then it would go to the 2nd tiebreaker you said which is record vs highest rank team.
