Make it like hockey... you go down a man for the next X number of plays if you're caught holding.

I like it, but it still doesn't remove the human element (refs) from using it to control the outcome of a game.

For most schools the rule should remain as is...

but for all players from a school located in the State of Michigan (THE Mitten State) there will be no penalty, and holding will actually be encouraged for said State of Michigan players.
