To go a step further, the rule banning the use of electronic devices doesn't specify which type of electronic devices can be used to video the signs.
So if the "In-person Scout" used an iPhone then it's permissible because the rule doesn't specify that iPhones are prohibited.

That's not how the NCAA wrote the draft though.

That draft was written as Stalions was a representative of the Michigan football department. Him funding others to do his dirty work is literally himself and the Michigan football department doing the dirty work themselves.

"The NCAA's draft obtained by ESPN states that investigators used ticket information, film, photographs and interviews to determined that Stalions had impermissibly scouted at least 13 future Michigan opponents on at least 58 occasions between 2021 and 2023."

To put it simple, Ohio means bad. Sorry to anyone who lives there, but the kids don't really like your state. It began when people online started talking about how there doesn't seem to be much going on in Ohio. The conversation eventually grew into a general understanding that it was embarrassing to be from the state altogether.
