The two exceptions were added later, and imply that the main section they are sub-sections to also are talking about institutional staff members. The first section is about what institutional staff members can't do, the sub-sections are what they can do. They are bonded literally by being in the same section together.What you just said made 0 sense. Word for word, it says "Off-campus, in-person scouting of future opponents (in the same season) is prohibited". The next two bylaws do not by any means absolve michigan of wrongdoing if they used material that was acquired in violation of 11.6.1. You are trying to bend words to make it seem like it's a loophole, but it's not. If they used recordings that were obtained through illegal means, they've violated this rule. Somehow every single person can see that except you.
If you are suggesting that the first section applies to everyone, associated with the University or not, then there would be a host of violations on any given saturday. Which is exactly why this section only specifically applies to institutional staff members. It also brings up the question of how someone not associated with the University can have "future opponents"?
