Because the NCAA sucks and Harbaugh hates them. He went to battle over a minor violation involving a cheeseburger. With that said, most of the people not cooperating in this case were either fired or resigned and no longer associated with the institution to the point where we could force them to comply.Considering how much is at stake potentially, if these violations were just "minor", why would michigan not cooperate so the investigation could just conclude and they could put it all behind them? I mean, for minor violations, the NCAA rarely if ever actually passes along major penalties, perhaps a couple scholarship reductions? Seems odd.
