Wow, thought this was bullshit but just checked the Alexa app. Right where the OP says the setting is, and by default it is enabled. Fuck that. I have a mesh network to make sure all my stuff is connected no matter where on my property, or just near it, I am. Let my neighbors do the same, don't "reserve a small amount of bandwidth for [my] neighbors".

When that shit becomes self aware, I don't want to end up like Emilio Estevez in Maximum Overdrive. Stuck at some gas station/diner fighting off 18 wheelers with some chick who's Stephen King horror movie hot but not hot hot.
