If my memory serves, the charter system was introduced to mitigate the "start and park" teams. Fans rightfully hated that kind of crap. Sure, there was a 43 car field, but when 4 of them are taking the green flag and immediately (or maybe 10 laps later) heading to the hauler, it was kind of watered down. So the bigger teams, drivers, and fans all bitched up a storm, and NASCAR finally took action. Introducing: the charter system.I don’t know how you’d fix it since you can’t all of sudden go from teams holding charters worth 20 million to no charters at all, but I don’t like the charter system.
It’s a major road block for new teams with intentions of being competitive from entering the Cup Series, and a road block for existing teams to expand.
Without charters, we’d likely have JRM and Niece in the Cup Series next year.
Need to figure something out though. Say RCR or Roush find their former glory and want to expand, charters will be a major road block. Hell, last season Rick Ware held 4 charters. So it'd be great if they could continue to tweak things to find a happy medium. More cars/teams trying to make races would be good for the series, but of course no one wants to go back to start and park days.
