Cloud seeding? It's a farming aid whereby aircraft disperse silver iodide or salt into high altitude clouds to force them to precipitate. Used to dispel periods of drought. I suppose it technically disrupts the natural water cycle, but its effects are fairly small and short-lived.

The guy who is in the pickup was attempting to carjack somebody else. The guy who got ran over and others stopped him. The would be carjacker then got in the pickup and ran the good Samaritan over and killed him.
