The NCAA's draft obtained by ESPN states that investigators used ticket information, film, photographs and interviews to determined that Stalions had impermissibly scouted at least 13 future Michigan opponents on at least 58 occasions between 2021 and 2023.

11.6.1.1 Exception -- Double-Header Events or Tournaments. An institution's coaching staff may scout future opponents also participating in the same tournament at the same site or the same double-header at the same site."

Does it say "unless it's by third party" there? Nope.

Does it say "By a football program coach or staffer there"? Nope again.

Was Stalions a paid staffer in the Michigan football program? Yep.

Was paid staffer Stalions funding others to "In-person scout future opponents (in the same season)" to benefit the Michigan football program? Yep again.
