And technically, he was suspended for lying (NCAA first 3 games) and having bad sportsmanship (B10 final 3 games)

I haven't really followed it, so I guess I'm not sure what the big deal is.

Are teams not allowed to send someone to scout a team in person anymore?

That's how scouting used to be done.

Were they taking equipment to record the opponents signals?

Correct. They implemented it in the 70's or 80's to try and allow poor schools to "keep up" with schools with a lot of money (since the poor schools couldn't afford to send scouts). But Michigan didn't do that (at least that there's formal evidence of). Michigan had a low level staffer paying (with his own money) unaffiliated with Michigan college kids from other areas to go to games and film them with iphones. That's it. iphone recordings. And that's the "issue" here.

Harbaugh sat out for lying, not cheating, to the NCAA
Then Harbaugh got suspended and sat out from the B10 because of a "sportsmanship" rule - again, not cheating.

Hiring people to do exactly that, had sheets and binders made up of other team’s signals and there is video of one of their assistants on the sideline’s of a team playing one of their opponents scouting from the sidelines in that teams gear.

Think about the stuff that got the Patriots in trouble and multiply it by 10.

To that extent, there's no evidence that anyone knew about this beyond the low level staffer who was seemingly doing it to make his job of legal sign stealing, easier.

Okay, but my understanding is that the NCAA expects the Head Coach to be responsible for the entire program and it was his job to know. So, "not knowing" isn't an acceptable excuse.

At least that's what USC was told when their defense in the Reggie Bush scandal was that they didn't know because everything was done in a private home 2 hours away from campus....

and that was with one of the folks involved saying they "knew they had to keep it off campus because Reggie and USC could get in trouble".

Sure. The NCAA could make that determination....if this is even a violation of the rule or a grey area they have to address with a rule change. It would most certainly be worse if there was evidence that implemented the actual coaching staff and not just an analyst on the staff.
