And furthermore, what would happen if the runner just before impact decided to duck just a couple of inches to brace himself as runners are apt to do? The tacklers helmet would smack the runners helmet back violently... which is the precise thing we want to avoid.

You do realize all those are form tackles where their head is to the side and actually that UNC player has his head up. That KC player would be called for targeting on that hit.
Skalski is lucky he wasn't paralyzed, none of those tackles you showed were crown to the body or back except the KC player that would have been targeting. This is to protect the tackler even more than the player he is trying to tackle. Frustrating sometimes bc some are questionable...but that hit on Fields WAS NOT questionable at all. Easy call.
